Ten years have passed since unethical radiation experiments were publicly revealed in 1990s front page news and the Office for Human Subject Research, OHRP, recently confirmed that there have been no changes in federal regulations on human subjects of classified research since then. In 1995 the Advisory Committee on Human Radiation Experiments, (ACHRE) reported that the federal government was “blameworthy for not having had policies and practices in place to protect the rights and interests of human subjects” in several thousand experiments. President Clinton adopted one of the ACHRE recommendations in a 1997 presidential memorandum requesting that federal agencies modify their policy governing classified research. A 1998 Department of Health and Human Services (DHHS) proposed rule on the Clinton memorandum has stalled and secret unethical experimentation could happen again.

This is the second time a major scandal involving human experiments for national security purposes has occurred. Past military and CIA experiments with toxic chemicals and for behavior modification were headline news in the 1970s. Congressional hearings uncovered illegal and extensive government programs including the CIA’s now infamous MKULTRA mind control experiments. As a result, a series of presidential executive orders were implemented.

President Reagan’s 1981 executive order, E.O. 12333, is the only current law governing classified experiments by intelligence agencies. Legal experts say it is unenforceable for several reasons, one being that a provision of the executive order states, “Nothing contained herein or in any procedures promulgated hereunder is intended to confer any substantive or procedural right or privilege on any person or organization.”

Federal regulations are ineffective – Adopted by 17 federal agencies, the current regulations on experiments are called “The Common Rule”. The rules cover both classified and unclassified experiments and include the cornerstone of human experimentation law, informed consent of the research subject. But experts agree the regulations lack any mechanisms for how classified research can be reviewed and conducted with informed consent.

Efforts to adopt a regulation on classified research have failed. A new draft regulation has been circulated but it’s current status could not be confirmed. Some experts say US national security policy on weapons development is the main reason for the lack of effective protections for human subjects of classified experiments.

9-11 secrecy law increases risk of unethical experiments – “It borders on the scandalous that we still don’t have rules in place that would at least begin to protect the people who are in those trials,” warned Jonathan D. Moreno in a 2002 news account. Dr. Moreno, a University of Virginia ethicist reported that President Bush had given the Secretary of Health and Human Services [HHS] the authority to classify information as secret. Moreno said “that could allow the Defense Department or CIA to undertake secret human experiments with the HHS.”

Dr. Andrew Goliszek, author of the 2003 book, “History of Secret Programs, Medical Research, and Human Experimentation” warned, “While there is much debate, there are no clear guidelines or legislation that would prevent the government from conducting secret research in order to stay one step ahead of terrorists who would use bio weapons against us.”

Proposed legislation fails – Fred Allingham is executive director of the National Association of Radiation Survivors, NARS, a network of 11,000 radiation survivors. Allingham recently described NARS legislative work. “Five to eight years ago, our members brought a proposed Nuclear Ethics Law to their local congresspeople (over 200) asking them to sponsor such a piece of legislation in order to make it not only a civil wrong but a criminal wrong, to expose people to radiation deliberately for experimental purposes… Not one congressman touched it. We … decided we are going to try again.”

Former Senator Glenn of Ohio described his 1997 bill as “the nation’s first criminal sanctions for medical researchers who fail to obtain consent from people participating in experiments.” The bill did not pass. Congressman Diane Degette of Colorado will reintroduce her 2002 bill on experimentation very soon, her office reported last week.

No national statute on protections for human subjects of classified experimentation that would help to prevent national security experiments like the radiation or mind control experiments has passed.

Lack of justice in the courts – Lawyers of radiation and mind control experiments litigation describe a nightmare of legal hurdles. Courts give great deference to national security and the government is immune to many types of lawsuits. While the government admitted to wrongdoing, not one government official or researcher involved in mind control or radiation experiments has been punished.

A 1994 US News account reported few victims of the drug and behavior control experiments were told what was done to them and most were never compensated. Radiation victims report a similar tragedy. A huge number are not eligible for the available legislative compensation because of extremely demanding requirements.

No change in sight – Commenting on the total lack of legal protections, law professor Alan Scheflin stated, “The message to scientists and governments around the world is that you can get away with unlawful experiments on unwitting victims with impunity.” New classified weapons comparable to the atomic bomb have actually been in development for a long time and classified, unethical human experiments are inevitable, without major changes.

Coping with the Weapons of Tomorrow, a 2003 International Committee of the Red Cross (ICRC) conference featured a discussion of concerns about new nonlethal weapons using electromagnetic energy. A disarmament expert read from the 1975 Geneva protocol treaty debates about the then-future weapons including, “…geophysical, ecological, electronic and radiological warfare as well as devices generating radiation, microwaves, infrasonic waves, light flashes and laser beams”.

According to Dr. Colin Ross, author of Project Bluebird, on CIA experiments, new nonlethal weapons “are beamed at individuals in order to control them.” Dr. Ross predicted, “It is implausible that there hasn’t been some clandestine experiments of nonlethal weapons on individuals today.”

Every intelligence service since time began has sought methods of owning people and ensuring they stayed loyal. Two of 13 Illuminati families who are known to have developed extremely well-run bloodline intelligence groups are the Li family and the Rothschild family. The Li’s family started its Chinese intelligence back in 1400 A.D. They had already been an ancient Chinese aristocratic family for many centuries prior to this. Some of their techniques for their agents were state of the art mind control techniques.

The Rothschild’s personal spy network and their own mail service was known to be superior to the national european governments during the 19th century. Traditional spycraft has involved the ability to recruit and keep agents loyal. The professional spook manipulates his recruits for a living. He becomes adept at controlling people. For thousands of years, spy operations have honed their skills at controlling people. Because they work secretly, they generally have done whatever they wanted. When you combine the resources and centuries of intelligence operations of the Illuminati, along with the credibility of government intelligence agencies supposedly guarding our national security, the combination is horrific. There are no moral or financial restraints on what is being done. If the intelligence groups want to dabble in keeping a severed head alive apart from the body, (or a frozen body with an active head) which they have done, there is no one to stop them. Handlers of slaves use both natural and contrived cues to convey to the slave that they want obedience.

A natural non-verbal threat cue would be brusque movements, and an innuendo in their voice. A contrived cue would be placing both hands behind the head, which is a code for “I AM YOUR MASTER, OBEY ME.” Another cue for slaves to obey is when the master makes a fist with his right hand and touches his forehead. This means, “OBEY.” Even children, who were multiples, who were being taught to control their mother who wanted to leave the cult, have been observed using the fist to the forehead to try to get obedience from their mother. Staring is one method that the Programmers use. Charles Manson, who was both a slave and a handler, is an example of how a penetrating hypnotic stare is used by the Programmers.

One way to control people is to wear clothes of authority. Dr. Green, Dr. Black, Dr. Star, Michael Aquino and other programmers have worn Nazi uniforms while programming, and at other time have worn Satanic Priestly garb. A beginning point to control people is understanding human needs, and understanding the individual to be controlled. A good case officer learns everything he can about the asset (person or slave) he is to control. Case officers/handlers have been constantly working at improving their skills of control. Monarch slaves who must function as intelligence officers, who recruit spies, are trained in the art of listening and conversation. Learning to listen without interrupting is a guarantee of success. CIA handlers/ programmers have an extremely personable side to them--and a very deadly animalistic side to them too. They will be trained to look anyone they want to recruit in the eyes and withstand their stare. “Friendship begins with a smile; recruitment with a stare.” (This is a quote from the book Suvorov, Viktor. Inside The Aquarium. New York: Macmillan, p. 108. During training, men in U.S. Army Intelligence are told to read this book to understand how U.S. intelligence works.)

The entire lives of Monarch slaves are kept on records. Zbigniew Brezinski, and the heads of the CIA, and Sec. of Defense Cheney are just some of the men known about who have access to the computer records that contain records on every active Monarch slave. Not everyone has a price, but everyone will respond to their needs being met. James K. Van Fleet, an important military intelligence officer, wrote about how to manage people. In military intelligence, they keep files on people where they identify which subconscious desires of people are important to the person at the time. All this information is kept in SOFT FILES--which are not official files, so these files have never officially existed and are not given up even to Congressional subpoenas. The Intelligence agencies know that if they find out what the person wants above all else in life, they can control the person. The nine areas that are monitored to see if they are important at the moment are:

1. emotional security

2. recognition of efforts or reassurance of worth

3. creative outlets

4. a sense of personal power

5. a sense of roots--belonging somewhere

6. immortality

7. ego-gratification

8. love in all its forms

9. new experiences

Once they monitor these areas and then they determine which needs are priority needs for the person, then they will use what they call “the depth approach” to subconsciously gratify those needs in a way that they gain control over the person. Modern companies are doing this too. Dough mix isn’t sold, but making a family memory with the children is. Soap isn’t sold to get dishes clean--but rather soft beautiful hands are sold. Cosmetic companies don’t sell an item--they sell you hope or an image. Fruit dealers don’t sell fruit, they sell health and vitality. Car dealers don’t sell cars, they sell prestige and images. Freezers aren’t sold, emotional security from having a full freezer is sold. They have learned to genuinely appeal to the 9 subconscious desires. In intelligence, these desires are called “weaknesses”, because intelligence case officers and handlers will attempt to manipulate those desires for their own gain by sincerely helping the person. They set up short-range & long term goals and plans on how manage a person.

For instance, if a Monarch slave’s day to day alters want ego-gratification, a creative outlet, and reassurance of worth, the Illuminati may promise the slave that if the alters comply they will give them a singing contract in Las Vegas. If they need to appeal to their emotional security--they can promise a big salary and a nice house. If they need to appeal to immortality they can promise to award them a star on Hollywood Boulevard or whatever religious immortality they can credibly offer. (The slave will get the short end of any deal.) Anything the slave gets is going to come at a price. The slave will have to do something in return for the Network. Illuminati alters are promised power, honor, glory and wealth. Considering the power and wealth of the elite, they do have the resources to make good on this if they want.

However, the price of obedience might be to shave one’s head in submission and sacrifice a child. Another important point is that the abusers want to get the active cooperation of the person being used. This can be accomplished by lies (or facts if they are convenient) which appeal to the person’s views of right and wrong. For instance, a pedophile will talk to the child who they are going to rape to get its cooperation. The CIA handlers will listen to what a Slave needs, and solve it for them. Bear in mind, they will only do this if the slave doesn’t live with the handler and is pulling in the wrong direction. For instance, the CIA has lots of sleepers, who are dangerous people just waiting to be set off. In these cases, the CIA has to work with front alters who aren’t aware of the mind control. Rather than force an issue with control, sometimes a gentle manipulation will work. Then again some slave alters are under such strong mind control that they simply need an order, and don’t need gentle manipulation.

The isolation that the handlers impose on their slave to prevent real relationships with outsiders, and the strong bonding of the slave to its master (trauma bonding, etc.) that is administered via the mind control, actually provides a chance for freedom IF the slave survives its master’s death. Most slaves are programmed to die soon after their master dies--the co-author Cisco was. If the slave survives the suicide programming, the Illuminati will have already taken into consideration who the slave will be passed onto. Cisco’s system survived their programmer/master’s death, and they were not able to break the intense bonds which made the System loyal to that master. Because there is so much secret mind-control slavery going on, if only a small percentage begin to break loose because their loyalty programming backfires on the Illuminati, it has still has given us on the other side a significant break.

A June 15, 1999, Counterpunch article by Alexander Cockburn and Jeffrey St. Clair, “CIA’s Sidney Gottlieb: Pusher, Assassin & Pimp— US Official Poisoner Dies,” contains these quotes on Dr. Isbell: “Gottlieb also funded the experiments of Dr. Harris Isbell. Isbell ran the Center for Addiction Research in Lexington, Kentucky. Passing through Isbell’s center was a captive group of human guinea pigs in the form of a steady stream of black heroin addicts. More than 800 different chemical compounds were shipped from Gottlieb to Lexington for testing on Isbell’s patients. “Perhaps the most infamous experiment came when Isbell gave LSD to seven black men for seventy-seven straight days. Isbell’s research notes indicates that he gave the men ‘quadruple’ the ‘normal’ dosages. The doctor marveled at the men’s apparent tolerance to these remarkable amounts of LSD. Isbell wrote in his notes that ‘this type of behavior is to be expected in patients of this type.’ “In other Gottlieb-funded experiment at the Center, Isbell had nine black males strapped to tables, injected them with psylocybin, inserted rectal thermometers, had lights shown in their eyes to measure pupil dilation and had their joints whacked to test neural reactions.”

Here is a bit of US history that shows the reach of the CIA’s infamous mind-control program, MKULTRA.

During the 1940s and 50s, it was common knowledge that musicians who were busted for drug use were shipped, or volunteered to go, to Lexington, Kentucky. Lex was the first Narcotics Farm and US Health Dept. drug treatment hospital in the US.

According to diverse sources, here’s a partial list of the reported “hundreds” of jazz musicians who went to Lex: Red Rodney, Sonny Rollins, Chet Baker, Sonny Stitt, Howard McGhee, Elvin Jones, Zoot Sims, Lee Morgan, Tadd Dameron, Stan Levey, Jackie McLean.

It’s also reported that Ray Charles was there, and William Burroughs, Peter Lorre, and Sammy Davis, Jr.

It was supposed to be a rehab center. A place for drying out.

But it was something else too. Lex was used by the CIA as one of its MKULTRA centers for experimentation on inmates.

The doctor in charge of this mind control program was Harris Isbell. Ironically, Isbell was, at the same time, a member of the FDA’s Advisory Committee on the Abuse of Depressant and Stimulant Drugs.

Isbell gave LSD and other psychedelics to inmates at Lex.

At Sandoz labs in Switzerland, Dr. Albert Hofmann, the discoverer of LSD, also synthesized psilocybin from magic mushrooms. The CIA got some of this new synthetic from Hofmann and gave it to Isbell so he could try it out on inmates at Lex.

MKULTRA was a CIA program whose goal was to control minds…in part through the use of drugs.

Isbell worked at Lex from the 1940s through 1963. It is reported that in one experiment, Isbell gave LSD to 7 inmates for 77 consecutive days. At 4 times the normal dosage. That is a chemical hammer of incredible proportions.

To induce inmates to join this drug experiment, they were offered the drug of their choice, which in many cases was heroin. So at a facility dedicated to drying out and rehabbing addicts, addicts were subjected to MKULTRA experiments and THEN a re-establishment of their former habit.

Apparently as many as 800 different drugs were sent to Isbell by the CIA or CIA fronts to use on patients at Lex. Two of the fronts? The US Navy and the US National Institute of Mental Health.

In another MKULTRA experiment at Lex, nine men were strapped down on tables. They were injected with psilocybin. Lights were beamed at their eyes–a typical mind control component.

During Isbell’s tenure, no one knows how many separate experiments he ran on the inmates. No one knows what other mind-control programming he attempted to insert along with the drugs.

As I say, Lex was the main stop for drying out for NY jazz musicians. How many of them were taken into these MKULTRA programs?

As Martin Lee explains in his book, Acid Dreams, “It became an open secret…that if the [heroin] supply got tight [on the street], you could always commit yourself to Lexington, where heroin and morphine were doled out as payment if you volunteered for Isbell’s whacky drug experiments. (Small wonder Lexington had a return rate of 90%.)”

A June 15, 1999, Counterpunch article by Alexander Cockburn and Jeffrey St. Clair, “CIA’s Sidney Gottlieb: Pusher, Assassin & Pimp— US Official Poisoner Dies,” contains these quotes on Dr. Isbell:

“Gottlieb also funded the experiments of Dr. Harris Isbell. Isbell ran the Center for Addiction Research in Lexington, Kentucky. Passing through Isbell’s center was a captive group of human guinea pigs in the form of a steady stream of black heroin addicts. More than 800 different chemical compounds were shipped from Gottlieb to Lexington for testing on Isbell’s patients.

“Perhaps the most infamous experiment came when Isbell gave LSD to seven black men for seventy-seven straight days. Isbell’s research notes indicates that he gave the men ‘quadruple’ the ‘normal’ dosages. The doctor marveled at the men’s apparent tolerance to these remarkable amounts of LSD. Isbell wrote in his notes that ‘this type of behavior is to be expected in patients of this type.’

“In other Gottlieb-funded experiment at the Center, Isbell had nine black males strapped to tables, injected them with psylocybin, inserted rectal thermometers, had lights shown in their eyes to measure pupil dilation and had their joints whacked to test neural reactions.”
